Stephen Schnorf (1944-2017)

Retired in late 2002 after serving 22 years as senior advisor or Cabinet member to Illinois constitutional officials.  Served as Budget Director for the State of Illinois under two different Governors, where he had direct oversight over an annual budget exceeding $50 billion.  Managed the state’s bond programs during this period involving over 40 bond sales totaling in excess of $10 billion.  Also served as the Governor’s Director of Policy, and as the Director of Central Management Services.  Was the lead negotiator for Illinois Governors on a number of major initiatives including the $600 million Soldier Field renovation and the $12 billion Illinois FIRST infrastructure program.  As Director of Central Management Services, had responsibility for all state procurements, leases, and facilitation of all insurance and state employee benefits representing over 300,000 covered lives, including the negotiation and procurement of PPO and managed care contracts.  Negotiated the state’s $750 million fiber optic/telecommunications contract.  Also served as Trustee of the State of Illinois employees’ pension system, and Chairman of the Illinois Procurement Policy Board.  Received his Bachelors and Masters degrees from Eastern Illinois University where he earned the Distinguished Alumnus Award in 1993.
